A New BVSD Group Concerned about Green Construction PDF Print E-mail
Monday, 17 December 2007

A new group who is concerned about how BVSD is implementing their "Green" initiatives relating to last year's 3A bond for capital improvements is taking them to task. This kind of oversight is important and we hope you, our readers, will assist this group by paying attention to what is going on in your local neighborhood school, and reporting back to them and us what you see as unfulfilled promises. Don't let any of the money promised to your school slip away. Pay attention and ask questions.

Here is a statement from this new group:

Greening Boulder Valley Schools

A group of parents, teachers, administrators and concerned citizens has come together because we believe that BVSD’s capital improvement program (which will renovate many of our schools with funds from last year’s bond measure) is not living up to the language of the bond. The measure calls for “implementing cost-effective, environmentally-friendly and energy-efficient design and construction strategies.”

While most of the projects incorporate green elements, trade-offs between necessary improvements, such as classroom space, and green features, such as high performance windows, have meant that many green features have been dropped from school wish lists.

We think that many of these trade-offs are unnecessary, given the opportunities now available for greening up schools and other public buildings through options such as energy performance contracting, third party ownership of PV systems, Xcel Energy incentives, and numerous grant programs. These strategies could allow us to have the best of both worlds by increasing the pool of money available.

Several schools are entering the final design stages, and we are not convinced that these projects have struck the right balance—especially since the district does not seem to have fully explored the options listed above.

We urge the district to be more aggressive in its pursuit of green improvements and its exploration of creative ways to fund them.

We also urge the district to bring a more consistent vision to each of the projects and better communication among the participants. So far, the design advisory teams (made up of parents and staff from each school) are working in isolation.

Given the district's shortcomings in fully exploring green options so far, we believe that the district needs to conduct an independent analysis of how well green elements are being incorporated into the projects.

We are directing people interested in this issue to a Google Group that we will try to develop further over the coming weeks. Please feel free to contact any of us individually, as well.
